The 8th Pay Commission is currently in its consultation stage, with discussions taking place with employee and pensioner associations, unions and other stakeholders. The Commission is yet to make its official recommendations, and the Centre will also need to approve those recommendations before implementation.
Against this backdrop, what if the 8th Pay Commission uses the same 2.57 fitment factor that was implemented under the 7th Pay Commission? Mint has calculated how the basic pay of central government employees could change under that scenario.
What Is the Fitment Factor?
The fitment factor is a mathematical multiplier used to convert an employee's existing basic pay into the revised basic pay under a new Pay Commission.
The basic calculation is:
Current Basic Pay × Fitment Factor = New Basic Pay
Under the 7th Pay Commission, a fitment factor of 2.57 was implemented. This changed the basic pay from ₹7,000 to ₹18,000:
₹7,000 × 2.57 = ₹18,000.
What If the 8th Pay Commission Uses 2.57?
The 2.57 figure in this calculation is not the officially announced 8th Pay Commission fitment factor.
The 8th CPC has not yet made its official recommendations. Employee and pensioner groups have made demands for different fitment factors ranging from 1.83 to 3.83.
Mint has therefore calculated the possible revised basic salaries assuming another 2.57 fitment factor.
8th Pay Commission Salary Calculation at 2.57
| Pay Matrix Level | 7th CPC Basic Salary | 8th CPC Estimate at 2.57 |
|---|---|---|
| Level 1 | ₹18,000 | ₹46,260 |
| Level 2 | ₹19,900 | ₹51,143 |
| Level 3 | ₹21,700 | ₹55,769 |
| Level 4 | ₹25,500 | ₹65,535 |
| Level 5 | ₹29,200 | ₹75,044 |
| Level 6 | ₹35,400 | ₹90,978 |
| Level 7 | ₹44,900 | ₹1,15,393 |
| Level 10 | ₹56,100 | ₹1,44,177 |
| Level 13 | ₹1,23,100 | ₹3,16,367 |
| Level 18 | ₹2,50,000 | ₹6,42,500 |
These figures are estimates based on applying 2.57 to the existing 7th CPC basic pay, rather than confirmed 8th Pay Commission salaries.
Level 1 Salary: ₹18,000 to ₹46,260?
For a Level 1 employee whose current 7th CPC basic pay is ₹18,000, applying a 2.57 multiplier would produce an estimated basic pay of ₹46,260.
The calculation is:
₹18,000 × 2.57 = ₹46,260
Again, this is a hypothetical calculation and should not be interpreted as the final salary announced by the 8th Pay Commission.
Level 7 Salary Could Reach ₹1,15,393
Under the same calculation, a Level 7 employee with a current basic salary of ₹44,900 would have an estimated revised basic salary of ₹1,15,393.
The calculation is:
₹44,900 × 2.57 = ₹1,15,393.
What About Higher Pay Levels?
The impact becomes much larger in absolute rupee terms at higher pay levels.
For example, the calculation shows:
- Level 10: ₹56,100 → ₹1,44,177
- Level 13: ₹1,23,100 → ₹3,16,367
- Level 18: ₹2,50,000 → ₹6,42,500
These numbers represent the basic-pay calculation using a 2.57 multiplier and do not establish what the final 8th CPC salary structure will be.
8th Pay Commission Is Still in Consultation Stage
The 8th Pay Commission is currently collecting and analysing inputs from employee representatives, unions and other stakeholders before deciding on pay, allowances and pension-related recommendations.
The Commission is chaired by former Supreme Court Justice Ranjana Prakash Desai. Its members include former IAS officer Pankaj Jain, who is the Member-Secretary, and Professor Pulak Ghosh.
The Commission has announced consultations and visits involving locations including Chandigarh, Chennai, Jaipur and Puducherry during August and September.
Is 2.57 the Final 8th Pay Commission Fitment Factor?
No.
This is the most important point for government employees and pensioners.
The 2.57 fitment factor is being used here only for calculation purposes, based on the multiplier used by the 7th CPC.
The 8th Pay Commission has not officially recommended a final fitment factor yet. Different employee and pensioner groups have submitted demands for higher factors, ranging from 1.83 to 3.83.
Therefore, the actual revised salary will depend on the fitment factor ultimately recommended by the Commission and approved by the Centre.
What Does the 2.57 Calculation Tell Employees?
The calculation provides a simple way to understand how strongly the fitment factor can affect basic pay.
Because the fitment factor is applied directly to the existing basic salary, a higher multiplier produces a higher revised basic salary.
For example, using the 2.57 scenario:
₹18,000 → ₹46,260
while:
₹44,900 → ₹1,15,393
The actual 8th CPC figures, however, will only become clear after the Commission completes its process and its recommendations are approved.
The Bottom Line
If the 8th Pay Commission were to use a 2.57 fitment factor, the basic salary of central government employees could rise substantially compared with their current 7th CPC basic pay. For example, Level 1 basic pay would mathematically become ₹46,260, while Level 7 basic pay would become ₹1,15,393.
But these are estimates, not confirmed salaries. The 8th Pay Commission has not announced its final fitment factor, and the Centre will have to approve its recommendations before the revised pay structure is implemented.
